A detailed synopsis of this film preparted by Kitty Kieley in 2016 is attached below:

A parade, probably Desert Circus, traveling north on North Palm Canyon Drive. The camera is in front of The Desert Inn Garage looking east at the Carnell Building, which is on the south east corner of North Palm Canyon Drive and Andreas Road. Gifts of the World is the store on the corner. Immediately south of that building is Lykken's store owned by Carl and Edith Lykken. This must be in the late 1930s or the early 1940s as the Lykkens sold the store to Tom Holland in about 1943 and it became Palm Springs Department and Hardware.

The cars seem to be 1940s models

The third place after the corner is what later became the Royal Palms Hotel.
